Step 1

Shaymin’s head is slightly irregular circle.

 

Step 2

For the body, use an egg shape.

For Shaymin’s ruffles, draw a curved line from the tip of the head to the edge of the body.

Next up, draw Shaymin’s arms. Use small lumps for the arms and ovals for the feet.
